As you know, from year to year, the government radically changes the rules of granting social assistance to certain categories of Ukrainians. In 2015, changes were made 6 times in 2016 and 3 in 2017 — 4, 2018 — 5 times, this year twice already.
According to experts, as a result of such manipulation on the part of the government’s “modest at first, the document now turned into cognoscitivo monster, which is equivalent to 38 pages of printed text.”
“What was clear to every ordinary citizen, now turned into casuistry, easy to understand, unless experienced attorney. Not to mention the time required at least for thoughtful reading of this document”, — the expert said Viktor Vlasov.
According to him, the government decided to cut off those citizens who alleged subsidies do not need, and thus the Cabinet wants to save public finances.
“Anyway, I want to believe that this is the case. But only practice shows that not always running smoothly”, he said.
