The next important step after the recent election of the President shall be the elections to the Verkhovna Rada of Ukraine. However, the surprise was the statement of the mayor of the capital Vitaly Klitschko on the days he said he wants to change the date of elections of Kyiv mayor and to spend them after a few months. But, as it turned out, voiced their desire to update all branches of government, there are “undercurrents”
The details figured out Znayu.
A “reboot” of city government until the abdication
A detailed analysis of the actions of the mayor of Kiev Vitali Klitschko and his “hidden skeletons in the closet” gave Leonid Kosakovsky, who served as the first head of Kyiv from 1993 to 1996, head of the Kyiv city Council from 1994 to 1997 and Kyiv city mayor in 1997-1998.
“Polulegitimnoe Vitali Klitschko panicked. He, like all heads of administrations will have to write a statement of resignation to the newly elected President. And will reassign or not is the big question. A statement that the new team does not take old, he was “stoked” for Poroshenko in the elections, the recognition of how he himself voted for him, the results will of Kiev, forced to worry”, — said the first Kyiv mayor Leonid kosakovskiy.
As said Leonid Kosakovsky, this all adds a huge legal issue is the lack of official approval for the position of head of the KSCA.
“He forgot to appoint the head of Kyiv city state administration after the next election of the mayor in the fall of 2015, despite the legal position of the COP. That is, it remains only appointed by Yanukovych-Popov and can therefore be easily replaced in this post by another person. That is why he launched recently in the DW project “Nemtsov. Interview” to test the reaction, thesis on early elections of the mayor, which in turn largely depend on who after inauguration will be headed by the city administration, so there can also be surprises,” explains Leonid kosakovskiy.
In explaining its position regarding early elections of the mayor Vitaly Klitschko has not provided any specific reasons, saying only a reboot of all branches of government.
“It would be correct. Because the country is living one agenda. Many processes are inhibited in connection with the election. So that the country was not permanent in the elections, it would be right to restart all branches of government and Verkhovna Rada and local councils, to the next 5 years to work as efficiently as possible, and go from one election to another”, — said the mayor of Kiev Vitali Klitschko.
At the head of the KSCA — without official documents
Official confirmation “of popularitymore” is the lack of a presidential Decree on the appointment Klitschko to the post of head of the city administration.
“After the election, the Kyiv city Glova 2015 nobody appointed Vitali Klitschko head of Kyiv city state administration. Therefore, from a legal point of view, its legal status in this position is quite vulnerable. Poroshenko and Klitschko in practice is not tied to the position of head of city state administration to the elected city mayor, and thus de facto accepted the logic of amendments to the law on the capital of a sample of Yanukovych in 2010. And Vitali Klitschko after the elections in 2015 simply attached to the post of head of the KSCA name of the mayor,” says the first Kyiv mayor Leonid kosakovskiy.
According to Leonid Kosakovsky consisted, the situation in Kiev will become a marker for a new team that needs to “handle” the situation, objectively evaluating the actions of the current city government. After all, the newly elected President of Ukraine can appoint to the position of head of KGGA any person, not necessarily the mayor.
“It’s a shame, but that is now a legal reality. This situation is another confirmation of the need to regulate the legal status of Kyiv as capital of Ukraine and its officials in favor of the city and its citizens. Before that, it only did the first President Leonid Kravchuk. Others tried on the contrary to bend all by itself, we actually entering the presidential Board”, — stressed Leonid kosakovskiy.
“Klitschko should be driven from office filthy broom!”
The statement of the mayor Vitaly Klitschko to hold early elections Kiev overreacted in social networks. Residents were divided into 2 camp: part said that, in which case, again, would support his candidacy, but the majority of the reviews — obviously not in favor of the mayor.
“Klitschko should be driven from office filthy broom. The number of trolleybuses on the line down to about 360 pieces — this is one of the record-low numbers. The number of buses 330, while in early 2014, there were almost 400. Efficient transportation without the write-off sent to rot in the 7th fleet — obmenyavshego transport cemetery, where stealing parts and metal almost uncontrollably. But the bus already from all over Ukraine here found a “part time”” — outraged kievlyanin Konstantin Tikhomirov.
Complaints about certain problems in the city literally fell down in the comments — from the terrible condition of the roads to the lack of public toilets.
Among these disadvantages, the users also noted infrastructure collapse, mass building and destruction of architectural monuments.
“Kyiv needs a mayor who will love Kiev, not yourself in the position of the mayor and his own pocket, and think about how “to build, to make history”! Klitschko and Kyiv hills began to demolish!”, writes from Kiev Natalia Novak.
But despite the statement of the Vitali Klitschko on elections of the mayor of the city, about the official change of terms to speak still early.
