Jobs swiss francs will be experienced in the seven agglomerations

According to the government, the measure failed because she was suffering from award criteria that are too rigid. Now any unemployed person from these districts can benefit from.

The “jobs francs”, which provide a premium to companies that hire residents of popular neighbourhoods will be experienced next year in seven cities in four zones intercommunal de Seine-Saint-Denis, the Val de France (Sarcelles, Villiers-le-Bel), Grand Paris sud (Grigny and Evry), Marseille, Lille, Angers and Cergy-Pontoise, announced the Elysée palace. These jobs are “the for essential to the fight against discrimination”, commented Tuesday Emmanuel Macron presented at Tourcoing (Nord) its policy of the City, recalling that it “has been several times tried and failed” because of “too much of criteria and constraints”.

The Assembly voted last week, at the initiative of the government, a pilot test from April 2018 to late 2019 of these “jobs francs”, a campaign promise of Emmanuel Macron. This device, budgeted to the tune of 180 million over 3 years, is aimed at unemployed people of any age and should be widespread by 2020. The government has meanwhile decided to reduce the number of subsidised jobs to 200,000 in 2018 against 310 000 in 2017, representing a financial saving of one billion euros.

A measure of the “ancient world”

Experimentation will allow the hiring of 12 000 to 25 000 persons in employment francs next year, according to the Elysée. A company or association will receive a bonus of 15,000 euros over three years for the hiring of permanent and 5 000 euros over two years for a fixed-term employment of more than six months assigned to an applicant from employment in these areas. Among the areas selected in figure the urban area of Angers (Maine-et-Loire), department of the deputy LREM Matthew, an Orphan, who had campaigned for the jobs francs.

The opposition has however criticized the initiative. Thibault Bazin (LR) referred to as “the old world” who had failed during the quinquennium Holland, criticizing a device “not targeted”. Hubert Wulfranc (PCF) has scoffed at a “rehash”, is asking with this experiment, “outstanding” : “Where, then, is the common law ?”

The “jobs francs” experienced during the quinquennium Holland, had been abandoned in 2014. While the government had initially planned to fund 10 000 jobs over three years, only 250 were signed by reason of criteria that are too rigid. The ministry of Labour stressed that “the lessons of the previous experience have been learnt”, arguing that “the target audience has been expanded to include any applicant for employment,” and that “the amount of support has been noted to be more incentive”.


FO has said that he is vigilant on this experiment that short-term sorts of inequalities between territories and people, in the long term, may allow, via their generalization, the adoption without debate of public policies on employment”. Éric Woerth, president RL of the Finance committee of the Assembly, having regard to the “contradictions quite huge” in between build “contracts francs, that is to say, the merits of assisted contracts in the firms in these districts, and then at the same time removing tens and tens of thousands of assisted contracts”.

On assisted contracts, Emmanuel Macron did not mince words in Tourcoing, denouncing “a one-year contract where you shake at the end of each year to see if we will give, where there is no qualification at the end (…) That those who defend the take ! They wouldn’t want it for themselves !”
